New member approved: Dr. Kristin Wilson-Doyle has been approved by the board for membership.   • Rick’s father, Private First Class Elbert R. Rawlins, was inducted into Ohio Military Hall of Fame which takes place each spring on the Veterans Plaza of the Ohio Statehouse 
  • It honors those veterans who received a Medal of Valor while serving in the U.S. Armed Forces

  • His father served in the South Pacific for three years and was behind enemy lines in Guadalcanal for 9 days gathering intelligence

  • 6 months ago, Rick’s son received a call from Australia from an underwater demo specialist – Elbert’s dogtags were found in the Solomon Islands when a native turned them over
  • William J. Barthelmas, Jr. was also honored posthumously with his third silver star for his service in Vietnam

  • Mayor’s Breakfast: Thurs. May 1, 2025 7:30am at Emmett Chapel. Honoree’s this year are Jan Shannon and FORJACK. Sponsors are being requested as well as event admission tickets. See Joe for tickets or more information.
  • May 4th – Musical Tribute for Mary Ruth Tolbert 2pm-4pm at Mount Oval. Free Admission with Reservations required – contact Historical Society.
  • May 17th – 8am-noon Savings Bank Shred It Day at the Circleville Middle school

Scholarship Drawing:  This weeks winner is Bob Liggett for $9  – Big Bean is holding at $678.

Program:  Jim Stanley – Service Director

  • City updates – $31 million dollars worth of grants have been received with $20 million federal grant being for the grade separation
  • Some grants do need city match, which limits which grant applications
  • Looking at multiple use path to Barthelmas park down Ohio St to Kingston Pike with flashing lights for crossings
  • Two new parks being developed – 25 acres in middle of town off Pickaway St. and on North Court St
  • Water, Sewer, Roadways have been under study for years and planning over the next 20 years is being done
  • City has 80 miles of water and sewer lines to maintain as well as 180 miles of roadways
  • Two paving projects for 2025
  • South Court St and Walnut Street have water line work as well as pavement projects
  • Water Plant Improvements planning ahead to remove the forever chemicals in water
  • Water haul should be open in May with plant open in August
  • Building Ted Lewis Park shelter house
  • City will have curbside recycling from Rumpke – contact Rumpke to sign up
  • The City of Circleville’s monthly newsletter “The Loop” – sign-up at Circlevilleoh.gov

Program:  Judge Matthew Chaffin – Pickaway Co. Common Pleas Court

  • Career has been with State of Ohio, now he gets to serve his community
  • Trial court
  • Best seat in the courtroom is the judge -watching the action take place between lawyers, jurors, defendants 
  • Transcription of everything that goes on is electric now and it is then easier to provide to anyone requesting
  • With growth of Pickaway Co. Also brings increase in criminal activities and divorces
  • General and Domestic cases are under our Common Pleas Court cases
  • Protection orders tool exists for those being victimized by someone 2017-49; 2022 – 140; 2024 – 157 protection orders 
  • Depending on the level of the felony – there are rules to follow when sentencing
